K'or Tosko, specialLuxan ambassador.

Supports a treaty with the Peacekeepers, in order to increase their collective strength and discourage the Scarrans expansive intentions.

Tosko is tasked with travelling to various worlds of the uncharted territories in order to encourage the formation of further alliances between Peacekeepers and the peoples of the uncharteds.

He expresses his dismay that his attempts at providing an ever stronger barrier to Scarran imperial ambition, are often undercut by the fear the Peacekeepers instill in half the worlds he visits.

However, Grayza later tries to cede the Luxan territories to the Scarrans and betray the Luxans.
