Peacekeeper High Command (a.k.a. First Command) was the command authority of the Peacekeepers. It was overseen by a council, ("That Old Black Magic") referred to as the Supreme Council. ("We're So Screwed - Hot to Katratzi") High Command made all assignment decisions, ("The Way We Weren't") and was responsible for Peacekeeper propaganda. ("Make a Wish") Inquisitors were used for questioning. ("Relativity")

History[]

At the request of Captain Molayne, High Command agreed to let Scorpius become a Peacekeeper, given his unique Sebacean/Scarran traits, and clear loyalties. ("Incubator")

Sometime later, High Command gave the go-ahead for Scorpius's Wormhole Project, and allowed its leaders relatively free reign. The reason, albeit one not disclosed to anyone outside senior ranking Peacekeepers, was that the situation with the Scarran Empire had become desperate. The Empire's forces outnumbered the Peacekeepers' 10:1, and without an overwhelming weapon as a deterrent, the Empire had no incentive not to initiate hostilities. ("Losing Time")

High Command ordered Captain Bialar Crais to return from the Uncharted Territories and abandon his search for Moya. Crais ignored the orders. ("That Old Black Magic") After Crais arrived on the Gammak Base and later associated with the fugitives aboard the Leviathan, Scorpius contacted High Command, informing them of the situation. High Command declared Crais irrevocably contaminated, and gave Scorpius authority to deal with the matter as he saw fit. ("Family Ties") This included retrieving John Crichton, or more specifically, the information he held about wormholes. Similarly to the Wormhole Project, High Command gave Scorpius free reign to extract the information through whatever means he deemed necessary. ("Losing Time")

Approx. 2 cycles later, High Command turned its attention to Talyn; a Leviathan hybrid gunship which Crais had commandeered. A Peacekeeper retrieval squad was sent to bring the gunship into Peacekeeper custody, with Crais as a second target. They deduced that Aeryn Sun (who like Crais, had left the Peacekeepers) would be nearby, so the team was commanded by Xhalax Sun (Aeryn's mother), in order to have psychological leverage over Aeryn. ("Relativity") Not long afterwards, High Command began exploring the possibility of a truce between the Peacekeepers and Empire. To this end, the Peacekeepers began attempting to cultivate alliances with major and minor powers. ("Into the Lion's Den - Lambs to the Slaughter")

According to Commondant Mele-On Grayza, High Command regretted forming an alliance with the Luxan Territories, stating that the Luxans were warriors, not diplomats, and were a liability in the "peace efforts" of her faction. ("Bringing Home the Beacon")
